What Determines Duty Rates?

Duty rates for specific goods can be determined via the Harmonized Tariff Schedule (HTS) classification system. The HTS is a reference manual that contains classification codes for a variety of goods, and established duties levied on these goods when they enter the country.

There are several key questions that can determine an item’s classification, including:

  • Country of Origin?
  • Composition of the item?
  • Where was it assembled?
  • Commerical description and use of the item
